Let’s take a look at the Korean pattern 마지막으로 + Verb. The complete pattern requires the main verb to be conjugated into –() form (past tense). We say this to ask when someone did something for the last time. Hence, you need the question word at the end of the question plus 이다 (언제이다). 이다 is conjugated into various forms, whatever is necessary in the conversation. For instance, say 언제예요 at polite level and 언제야 at casual level.

마지막으로 싸워본 언제야?
When was the last time you had a fight with someone.
